Financial Management Services -- Frequently Asked Questions

1. When is GISA’s Statistical Service Provider (SSP), IBM Canada, assuming Financial Management services on behalf of GISA, previously delivered by IBC? What services are included?

Starting April 1, 2023, IBM Canada is taking over financial management services from IBC consistent with the beginning of GISA’s fiscal year.

As of April 1, 2023, IBM Canada will be responsible for sending out Assessment Fee and Deficiency Fee invoices and collecting the payments on behalf of GISA.

2. What is changing for GISA SSP invoicing?

Insurers will receive Assessment Fee and Deficiency Fee invoices from IBM Canada on behalf of GISA effective for the April 2023 invoice period.

To avoid missing an invoice, it is recommended that insurers monitor junk folders and add GISA’s SSP Finance Management email address, ibmfinance@gisassp.com, to a safe sender list.

3. Will invoice payments go to IBM Canada starting April 1, 2023?

No, all payments from insurers will still go to GISA’s bank account directly. IBM Canada is replacing IBC as GISA’s SSP and will issue invoices and collect the payments on behalf of GISA.

4. How can insurers remit payment for Assessment Fee and Deficiency Fee invoices for April 2023 invoice period and beyond?

Insurers can remit payment using one of two methods:

Electronic Fund Transfer (EFT)

Insurers paying by EFT can make payments to GISA’s Scotiabank bank account as before. There are no changes to EFT account details, and payments will be directed to GISA’s bank account.

To avoid receiving a collection reminder, GISA requires insurers to send notification (i.e. remittance advice) of payment to ibmfinance@gisassp.com.

Cheque

Cheque payments may be sent to the address below (as also indicated on the GISA invoice):

IBM Canada (on behalf of GISA)
80 Bishop Drive
Fredericton, NB
E3C 1B2

While GISA will continue to accept payments by cheque, we encourage insurers to arrange payment via EFT for more convenience.

5. How should insurers make payments prior to April 2023 invoice period?

For invoices received from IBC before April 1, 2023, follow the instruction on the invoice you receive to make payment. Insurers can continue with the same payment method as before.

GISA’s EFT information has not changed. Insurers who make payment by cheque can mail the cheque to the mailing address indicated on the IBC invoice.

6. How can insurers make account contact updates?

If you need to make an update to contacts who receive invoices, email IBC at AGP@ibc.ca
as you have done in the past, and copy IBM Canada at ibmfinance@gisassp.com.

7. Who should insurers contact for questions or more information?

For any questions related to GISA’s SSP transition, visit www.gisa.ca or contact GISA at gisa@fsrao.ca.

For questions related to invoice payments, contact GISA@fsrao.ca
