TERMS OF REFERENCE

 

 

 A.    PURPOSE

 

The Board of Directors (the Board) of the General Insurance Statistical Agency (GISA) has established a Statistical Plan Committee (the Committee) to assist the Board in fulfilling its oversight responsibilities pertaining to the collection, analysis and reporting of statistical plan data.

B.    FUNCTIONS OF COMMITTEE

 

The Committee will oversee, provide advice and make recommendations to the Board on:

B.1  Oversight of GISA’s Data Rationalization Strategic Initiative

  • Reviewing and discussing the project scope and services of the external consultant to assure adherence with the project mandate;
  • Monitoring the efficiency of the project work plan and effectiveness of the terms of reference;
  • Recommending industry representation and consultation as required;
  • Receiving the external consultant’s report and reviewing project findings;
  • Providing advice and making recommendations to the Board based on the project findings.

B.2  Oversight of GISA’s Data Collection, Analysis and Reporting  

        Strategic Initiative

  • Monitoring the implementation of the recommendations from the Data Quality Review report;
  • Providing feedback on the action plans and assessment / evaluation tools related to the Data Quality Processes, Actuarial Resources, and Technology components of the strategic initiative;
  • Ensuring collaboration, as required, with appropriate GISA Board Committees regarding the procurement of any necessary consulting services;
  • Ensuring that the project plan and terms of reference of the initiative reflect Board objectives;
  • Providing advice and recommendations to the Board based on the implementation of the strategic initiative and overseeing the implementation of recommendations approved by the Board.

 

B.3 Oversight of the Non-financial aspects of the Technology

       Renewal Program

  • Monitoring progress of the Technology Renewal Program as it relates to the collection, analysis and reporting of statistical plan data;
  • Providing advice and recommendations to the Board on non-financial aspects of the Technology Renewal Plan and overseeing the implementation of recommendations approved by the Board.

 

B.4  Other Duties

  • Provide advice and recommendations to the Board on systemic issues affecting statistical plan data quality integrity.

         The Committee shall be responsible for any other duties requested by the Board of   

         Directors.

  

C.    GOVERNANCE

  

C.1  Composition

        The Committee will be comprised of five Board Directors, at least three of whom

           are Member Directors, or their delegates.

C.2  Working Groups, Ad Hoc Sub Committees


          The Committee may establish working groups and ad hoc sub committees,

          as necessary, in the performance of their responsibilities.

          As required, the Committee will seek advice from the Industry Advisory Committee

          to bring required industry expertise.

 

C.3   Committee Appointment


           The Chair and Members of the Committee will be appointed by the Board. The

           Secretary of the Committee will be the GISA Contract Manager.

         The Chair will present regular reports on the outcome of meetings and

           Committee recommendations to the Board.

 

C.4   Meeting Schedule

           The Committee will meet or participate by conference call on a quarterly basis or

           more often if requested by the Board or Committee Chair.  The GISA Contract Manager,

           as Secretary of the Committee, will notify members of the timing of meetings.

 

C.5   Attendance and Substitution

           Substitutes may attend meetings of the Committee with the consent of the Chair.

  

D.    GENERAL

D.1   Confidentiality

           Members of the Committee and ad hoc sub committees will be governed by

           the principles articulated in the Board approved Code of Conduct for Directors

           posted on GISA’s website.  

 

D.2   Amendment of Terms

           These Terms of Reference may be amended from time to time.  Any changes to

            the Terms of Reference must be approved by the Board.
