Doug was born and raised in Halifax, Nova Scotia. He holds a Bachelor of Business Administration degree with a major in Economics and is employed with the Province of Nova Scotia, Financial Institutions Division. He was appointed Deputy Superintendent of Insurance in 1996 and appointed the Superintendent of Insurance, Credit Union=s and Trust & Loan Companies in 2005. Doug is a vice chair of the Canadian Council of Insurance Regulators, a Board member of the General Insurance Statistical Agency and member of Canadian Insurance Services Regulators Organization. Doug is married with three children and is very involved in the minor hockey community.
